From 2002 until the founding Jubilee, Clare lived out the call to advocate for the underprivileged, by working in various capacities for Bay Area Legal Aid, which provided free legal services for low income individuals. From 2007 to 2015, she reviewed and supervised cases conducted by the intake staff at Legal Advice Line in the area of eviction defense, family and immigration law for domestic violence survivors, and public benefits.

Clare was born in Taiwan and immigrated with her family to the U.S. when she was ten years old. In college, while studying and gearing up for medical school, she discovered a passion to seek justice and be an advocate for those without a voice. She received her bachelor's degree in Psychobiology from UCLA and her law degree from UC Hastings College of Law. She has been licensed to practice law in California since 2002.

From 2002 until the founding of Jubilee, Clare worked in various capacities at Bay Area Legal Aid. From 2007 to 2015, she reviewed and supervised cases conducted by the intake staff at Legal Advice Line in the area of eviction defense, family and immigration law for domestic violence survivors and public benefits. Prior to that position, she was a staff attorney working on health access issues for Medicaid and Medicare Part D recipients, focused on conducting outreach and advocacy for seniors, those with disabilities and immigrants who had limited English proficiency.

Clare speaks Mandarin.
