Our Mission

Jubilee’s mission is to stand in solidarity with immigrants and their families by providing affordable, quality immigration legal services and advocating for just immigration policies. We envision and strive for a reconciled and restored community, one we believe to be God's intent for all of humanity.

Our Story

Jubilee launched in 2015. Our founders, Amy Lee and Clare Crawford, wanted to advocate for vulnerable immigrants and refugees with compassion and integrity and in a more sustainable way. They were compelled by the vision of a new world described by the prophet Isaiah in the Hebrew scriptures. Like Isaiah, they wanted to envision a world where farmworkers in California’s Central Valley can share and partake of the harvest of fruit and coffee that they plant. Undocumented day laborers can live in the multi-million dollar houses they build. And women will no longer bear children amidst violence and death. They wondered what it would look like to practice law and serve immigrants out of this beautiful vision of abundance and wholeness.

Why Jubilee?

Jubilee is the Hebrew word for a ram’s horn. This horn was used to celebrate a new beginning, a new era. In the Hebrew scriptures, God told His people to practice “jubilee” every fiftieth year. Slaves were freed. Debts were forgiven. Families were restored and made whole again. The celebration included a sabbath year where God’s people and the land could rest from growing food and trust that their Creator would provide for all that they needed. Jubilee means “justice for all,” an invitation to embrace that all of humanity belongs to each other and to the Creator.

At Jubilee, we seek to operate out of an economy of abundance, rather than scarcity, where there is enough for everyone and we can freely share what we have. We share the good gifts we’ve been given (our legal training, resources, time, even our imperfect selves) with our immigrant and refugee neighbors. We extend kindness to each other and to our clients. We seek to listen to our clients’ stories with compassion, with the understanding that because of our shared humanity and shared vulnerability, our well being is interwoven together. We zealously advocate for justice for our clients. We seek wholeness for our clients and for ourselves, ever grateful that we get to be part of their immigration journeys.

We join and work collaboratively with community partners because we do our best work together. Our Jubilee team seeks to practice sabbath and rest so we can do this work of justice sustainably. We try to honor our 4 day workweek and to remember that we are invited to share in the wholeness, freedom and abundance that the celebration of jubilee represents.

Board of Directors

  • Steven Chang

    Steven Chang is a finance administrator at a trial court in the San Francisco Bay Area, overseeing budget, accounting, procurement, and contracting functions. He has worked as a public servant for over 25 years in the California state court system and federal government. His parents and siblings immigrated to the U.S. from Taiwan shortly after the enactment of the Immigration and Nationality Act of 1965. Steven is a San Francisco native, currently residing in the Bayview-Hunters Point neighborhood and attending a neighborhood church. He enjoys kayak fishing and considers himself above average at using Excel.

  • Sarah Fleischer-Ihn

    Sarah is an attorney working on criminal justice issues for a state government agency. She previously worked as a criminal defense attorney for low-income clients, staff attorney for a federal court and in the nonprofit sector in Los Angeles and the Bay Area. Sarah was born in South Korea, raised in Southern California, and has called Oakland home for over ten years. She is a proud resident of the San Antonio neighborhood, one of the most racially and ethnically diverse communities in the country.

  • Jason Lee

    Jason is a healthcare strategist who is passionate to increase access to healthcare for marginalized populations. He currently works at a healthcare management organization on strategy and new product innovation. Prior to that, he worked as a social impact consultant for various foundations, companies, and non-profit organizations. He currently works and lives in the East Bay with his wife, an immigration attorney, and their two kids. They are part of a local congregation in Berkeley.

  • Stephanie Lim

    Stephanie was previously an e-commerce executive specializing in digital marketing and operations. She has led teams and managed multi-million dollar advertising budgets at retail brands such as ModCloth and Bebe, as well as starting her own boutique website featuring clothing by independent and international designers. Currently, Stephanie is focusing on personal and philanthropic projects such as serving on the Jubilee board and leading a small group through Launchpad, an innovative micro-church concept started by her former pastor at Highway Community Church in Palo Alto. Stephanie grew up in Orange County and currently resides in San Francisco with her husband and two young sons.

  • Michele Ruby

    Michele has spent the past 30 years as a development professional engaging individuals, corporations and foundations in meaningful impact-oriented philanthropy. Her background includes leadership positions at World Relief, Opportunity International, The Veritas Forum, and CityTeam Ministries. She currently leads a local philanthropic organization. Michele also serves as a trustee of The Fuller Foundation and is on the board of Starfish Project (East Asia). Michele and her husband sponsored a family of Eritrean refugees in 1987 with whom they remain very close to this day. This experience has made her a lifelong advocate of immigrants. Michele is a graduate of UC Berkeley. She and her husband Tom have three children and live in San Francisco. They worship and serve at a local Anglican congregation.

  • Suzanne Jenkins

    Suzanne is a Director of Client Services at Slalom Consulting. A lifelong consultant, Suzanne is passionate about creating value for clients at the intersection of business, technology and strategy. Suzanne has been a member of a San Francisco church in since 2010 and served on community group, prayer and financial aid teams. She previously served on the Advisory Board for Old Skool Cafe and has volunteered with organizations including City Impact, Because Justice Matter and others. Suzanne grew up in Virginia and currently resides in San Francisco’s Mission District.
